Louisiana Energy Efficiency Programs

The Louisiana Public Service Commission established the Louisiana Energy Efficiency Program via General Order dated January 8, 2022 (“LEEP General Order”). The LEEP General Order provides mandatory rules that jurisdictional investor-owned electric utilities and Group 1 gas utilities must adhere to for implementation of energy efficiency programs for their respective customers. The LEEP Programs began January 1, 2026 and run on four-year budget cycles for each utility.

The LEEP General Order also established an Energy Efficiency Program for public entities. The Public Entity program is distinct from the utility-led programs and is managed by each Commissioner within his respective district.
